Nope, Manhole Covers Are Not Supposed To Do This
A 1-in-100 year storm hit Phoenix earlier this week, causing widespread flooding and some very odd manhole cover behavior. We're not quite sure why, but there was so much air pressure coming up the manhole, the 150-pound cover was basically levitating.
